Federal Pacific and Zinsco panels: replace, don’t repair
Some panels are not worth saving. If you have a Federal Pacific Stab-Lok or a Zinsco panel — both common in NYC homes built or updated between the 1950s and 1980s — the recommendation is replacement, not repair.
The problem with both is the same and it is serious: their breakers have a documented history of failing to trip under fault conditions. A breaker that does not trip is not protecting the circuit at all — the wiring simply keeps heating. Many home inspectors flag these panels on sight, and some insurers will not write a policy on a home that still has one.
Swapping individual breakers inside these panels does not fix the underlying design issue. The panel itself is replaced.

Panel upgrades in co-ops and condos
Apartment upgrades come with a second layer of approval. Most co-op and condo boards require an alteration agreement, a certificate of insurance naming the building and managing agent, and sometimes an engineer’s sign-off before any electrical work starts.
